 OMB Uniform Guidance states that “the salaries of administrative and clerical staff should normally be treated as indirect (F&amp;A) costs.” Harvard University’s policy for [Administrative and Clerical Salaries on Federal Awards](/administrative-and-clerical-salaries-federal-awards) follows the same principle outlined in Uniform Guidance Part [200.413(c)](https://www.ecfr.gov/cgi-bin/retrieveECFR?gp=1&SID=21a47a60ebde2c7bd673ea0d0fe59d55&ty=HTML&h=L&mc=true&n=pt2.1.200&r=PART#se2.1.200_1413). Administrative and clerical staff should be included as direct costs on federal awards ONLY when they meet the following Uniform Guidance criteria:

1. Administrative or clerical services are integral to a project or activity;
2. Individuals involved can be specifically identified with the project or activity;
3. Such costs are explicitly included in the budget or have the prior written approval of the Federal awarding agency; and
4. The costs are not also recovered as indirect costs.
